He was born October 9, 1920 in Loa, Utah, a son of Ray Emmannuel and Lila Avelia Brian Turner. He graduated from Wayne High School, Class of 1938. He married his sweetheart, Geneve Duncan, March 12, 1945 in Bicknell, Utah. Their marriage was solemnized in the Manti LDS Temple, March 18, 1972. Geneve died November 17, 2014. He was married to his sweetheart for 69 years. He missed her immensely and followed her in death only three months later. After high school graduation, Garn attended Utah State University. He lost his hearing at this time and was unable to continue his education. He learned to live life, dealing with this handicap, with the help of his sweetheart, Geneve. In his early years, Garn herded sheep, farmed for Arthur Brian, worked at Nelson Ricks Creamer with Blaine Chappell in Loa, making cheese; raised potatoes, and then was employed by Utah Department of Transportation in the Soils Lab, building highways. He was indeed proud of his contribution in the construction of the road to Lake Powell. He retired from UDOT in 1986. Garn was a good neighbor, wonderful husband, father and grandpa. He was a member of the LDS Church and served in various positions over the years. He was an avid sports fan and a great fisherman, spending many hours fishing for Mack at Fish Lake, or trolling at Otter Creek, Forsyth and Mill Meadow Reservoirs. He refereed high school basketball for many years with Vearl Taylor.
